Well in my opinion, yes having IRRI in the Philippines is huge advantage but if the people or the farmers were not given knowledge and proper training, how would they achieve such thing. Or lets say Farmers has given the knowledge and proper training. Farmers work very hard and wants the best for their children that they sent these children to school to get an education. Once Children are educated and have a decent Job, these children don't want to do farming anymore. For farming is such a hard work and they make little bit money out of it. Whereas well educated people make a decent living. I think Filipinos are advancing that they want to invest on something more profitable, such as taking their chance abroad rather than doing farming back home.
