		<description><![CDATA[In regards to the above subject, I will agree with the issue but for my opinion, the ff are my suggestions:
 a) There should be a daily subject about rice farming to be required for every radio station and TV station throughout the Philippines in order to promote the importance of rice farming. There should have a bill for this and these stations will not be permitted to operate, if they will not accomplish this requirements. Say, 1 hr everyday of broadcasting about the methods,techniques and developments of farming in the Philippines.
 b) Secondly- newspapers, magazines, etc. there should be one portion or articles regarding farmings or agricultural subject.
c) Thirdly,there should be available agriculturist on call for 24 hours to help the farmers anytime, anyplace and anywhere in the Philippines. 
d) Fourth, there should be available procedures, methods, system of farmings or any subjects related to farming available on line/chat in the internet. 

For the above suggestions,as a first step, we can go forward for the progress of our nation in regards to rice farming, who knows we will be again no. 1 in rice production.]]></description>

		<description><![CDATA[Well in my opinion, yes having IRRI in the Philippines is huge advantage but if the people or the farmers were not given  knowledge and proper training, how would they achieve such thing. Or lets say Farmers has given the knowledge and proper training. Farmers work very hard and wants the best for their children that they sent these children to school to get an education.  Once Children are educated and have a decent Job, these children don&#039;t want to do farming anymore. For farming is  such a hard work and they make little bit money out of it.  Whereas well educated people make a decent living.   I think Filipinos are advancing that they want to invest on something more profitable,  such as taking their chance abroad rather than doing farming back home.]]></description>
